How can public transport in Hanoi be improved?

As part of the Moov'Hanoi project, led by PRX-Vietnam, TTK was selected to work on ways to improve transport in Hanoi. The study primarily covers the bus network, but also intermodality and issues relating to current and future connections between buses, metro, and rail.
In this context, Marc Perez and Pauline Merlin carried out an initial 10-day mission to Hanoi in August. This was a particularly rich and productive visit, with intensive field visits, long journeys by bus, BRT and metro every day, as well as numerous interviews with transport and urban planning stakeholders and authorities in Hanoi.

Marc and Pauline quickly immersed themselves in the local context. Their commitment, marked by great flexibility, as well as warm and constructive support from PRX-Vietnam, enabled them to identify initial observations and areas for improvement, not only in the bus network, but also in terms of road sharing issues on the one hand and better integration of the metro and rail networks on the other.
This first trip concluded with a working meeting chaired by Mr. Hai, Director of the Department of Construction (DOC), which was attended by PRX and TTK, the French Development Agency (AFD) and the Hanoi Urban Planning Institute (HUPI). The initial results were presented and met with great interest in the current context of updating the Master Plan and identifying major transport hubs and areas with significant TOD (Transit Oriented Development) potential, with a view to optimizing the 2030-2040 metro project.

The study is due to be delivered at the end of 2025 and presented in Hanoi in early 2026.
